Official declaration of Section 144 enforcement from 1st to 10th Muharram
The Sindh Home Department has officially declared the enforcement of Section 144 across the province, including Karachi, from 1st to 10th Muharram, due to security concerns during the holy month. A formal notification has also been issued.
According to the notification from the Home Department, all weapons licenses are suspended during this period. Pillion riding will be prohibited specifically on the 9th and 10th of Muharram.
Additionally, the use of drone cameras, unauthorized gatherings, and rallies are also banned throughout the province. There is also a restriction on the illegal use of loudspeakers.
As per the notification from IGP Sindh Ghulam Nabi Memon, all police officers and personnel are directed to report to their respective offices. All leaves are cancelled until the 12th of Muharram. Officers traveling abroad have also been directed to report back immediately.
Sindh government issues security guidelines for Muharram 2025
On the other hand, the Sindh government has issued security directives for Muharram 2025. Unauthorized processions, wall chalking, and inflammatory speeches are strictly prohibited. No Muharram procession will be allowed without obtaining security clearance.
The notification also includes a strict ban on the sale and distribution of provocative audio/video content. All speeches by religious speakers must be pre-approved by the Sindh government.
A code of conduct has been issued for the use of loudspeakers during processions. Hotels, markets, and buildings along procession routes will be closely monitored. Hospitals have been placed on high alert, and the availability of ambulances and fire tenders is mandatory.
Sensitive Imambargahs and mosques are to be provided with foolproof security. A large deployment of police, Rangers, and female personnel will be ensured.
Instructions have been issued to install jammers and carry out drone surveillance along procession routes. These routes will be thoroughly swept and sealed for security.
Close monitoring of suspicious elements and individuals on the Fourth Schedule has been ordered. Only designated officers will be allowed to speak to the media during Muharram. Peace committees are to be activated, and promotion of sectarian harmony has been emphasized.
