Director General (DG) Inter-Services Public Relations (ISPR) Lieutenant General Ahmed Sharif Chaudhry stated that the Pakistan Army has completed all preparations for a response and is ready to defend Pakistan’s security and sovereignty at all costs. The nation is united, and all parties are determined to give a strong response to any aggression.
Ishaq Dar, along with DG ISPR Lieutenant General Ahmed Sharif Chaudhry and Foreign Office spokesperson Shafqat Ali Khan, held a press conference.
The Deputy Prime Minister said that the killing of innocent civilians is condemnable, and Pakistan condemns all forms of terrorism. No cause or motive can justify taking innocent lives. Killing one human is akin to killing all of humanity, which is both our national and Islamic policy.
He stated that Pakistan has no connection to the Pahalgam incident. India, without evidence, leveled allegations against Pakistan after the Pahalgam attack and immediately adopted an irresponsible and aggressive attitude. The entire region is at risk due to India’s irresponsible actions.
He expressed sorrow for the loss of lives in the Pahalgam incident, reiterating that the killing of innocent civilians is condemnable. No one understands the pain of terrorism victims better than Pakistan.
Ishaq Dar said that India has been involved in terrorist activities in Pakistan and other countries and celebrates its campaign of killings, while no one has made as many sacrifices in the war against terrorism as Pakistan.
"India should focus on its internal issues instead of pointing fingers at others."
He remarked that India should address its internal affairs rather than accusing other countries. Why do such incidents in India always occur when a global figure is visiting?
He noted that the uproar and media hype created after every incident in India are deliberate and systematic. It is deeply regrettable that India uses allegations and rumors as part of a campaign without evidence.
This is not the first time India has resorted to such tactics; it has done so in the past and is repeating the same pattern seen in Pulwama, which has become a well-known strategy.
The Foreign Minister stated that India is deliberately escalating tensions with Pakistan to divert international attention from the "horrific" events in occupied India.
He added that such incidents are used to fuel nationalist sentiments for domestic political gains. Pakistan expresses deep concern over the highly toxic, provocative, and openly Islamophobic narrative against Kashmiris and Indian Muslims.
"Pakistan has no connection or benefit from the Pahalgam attack."
He said that Indian media and political leaders are engaged in a narrative against Pakistan that is pushing the entire region toward "extreme instability."
Ishaq Dar stated that Pakistan has demanded an independent and transparent investigation through a neutral investigative committee, as announced by Prime Minister Shehbaz Sharif. Any terms of reference for this should be credible and mutually agreed upon.
He questioned why India is suddenly creating this situation at a time when Pakistan’s economy is stabilizing and significant progress is being made against terrorism. What is the motive behind it?
"Stopping water will be considered a declaration of war."
He said that suspending the Indus Waters Treaty is unilateral and illegal. The treaty has no such provisions, and it cannot be altered or terminated without consensus. Any disputes or issues should be addressed through the forums provided in the treaty.
He stated that the National Security Committee has made it clear that any attempt to stop or divert Pakistan’s water flow will be considered a "declaration of war" because water is the lifeline of the Pakistani people.
"If India takes any action, we will respond forcefully."
He said that this is equivalent to an attack on Pakistan’s people and economy, while India’s other diplomatic actions are baseless and unnecessary. As a responsible member of the international community, Pakistan believes in restraint and is committed to regional peace and stability.
He further stated that in the event of any aggression from India, Pakistan is determined to defend its sovereignty and territorial integrity under its right to self-defense. Pakistan will not initiate escalation, but if India takes any action, it will face a strong response.
The Deputy Prime Minister added that Pakistan is fully aware of the current situation. Our armed forces are alert, strong, and vigilant. We will respond appropriately and decisively at a time and place of our choosing.
Six questions to the international community regarding the Pahalgam incident:
The Foreign Minister raised several questions about the Pahalgam incident that need consideration:
1. Is it not time to hold India accountable for the killing of civilians in Pakistan and worldwide?
2. Should the international community, while sympathizing with affected families, refrain from supporting Indian aggression?
3. Is India not using propaganda to justify military adventurism against another country?
4. Will India’s disregard for international laws and irresponsible behavior not worsen the regional situation?
5. Is it not time for the international community to condemn India and stop it from targeting people based on Islamophobia and religious hatred?
6. Can we deny the dangerous and devastating consequences of India’s aggressive mindset, which could lead to a clash between nuclear powers in the region?
"A terrorist has no religion," DG ISPR.
DG ISPR Lieutenant General Ahmed Sharif Chaudhry said that we will focus on the facts of the incident, not allegations. If the claim is that so-called terrorists from Pakistani soil carried out this incident, it must be noted that Pahalgam is over 200 kilometers from any Pakistani town.
He questioned how, according to the FIR, it was possible for the police to reach the site in 10 minutes and then return to register the FIR. This suggests they were already prepared.
He said that Indian intelligence had no prior knowledge of the incident, but within 10 minutes of it occurring, they claimed to have intelligence that the handlers came from across the border. A consistent narrative is being built that this terrorist act was based on religion, targeting Hindus while sparing Muslims.
He noted that shortly after, a narrative emerged that Muslim terrorists killed tourists. However, Pakistan’s stance is that terrorism has no religion—there are no Muslim, Christian, or Hindu terrorists because terrorists have no religion.
The ISPR spokesperson showed a video clip of the brother of a Muslim killed in the Pahalgam incident, who said his brother was also martyred, debunking the claim that only Hindus were targeted.
DG ISPR questioned why India is creating this fabricated narrative. The Prime Minister has also raised questions about India’s narrative.
"India is a major sponsor of terrorist activities in Pakistan."
He said that within minutes of the incident, social media accounts linked to Indian agencies began blaming Pakistan, followed by electronic media, but no evidence has been presented to support these allegations.
He noted that the social media accounts that started the propaganda have long been involved in the "business of terrorism." These same accounts posted "tomorrow is a big day" a day before the November 4, 2023, terrorist attack in Mianwali, followed by "Welcome Mianwali" after the attack, which was carried out by Fitna al-Khawarij.
Similarly, on October 6, 2024, before the attack on Chinese nationals in Karachi, the same handle tweeted that something big was about to happen in the next few hours, followed by an announcement of a "big blast in Karachi."
The ISPR spokesperson said this is a clear indication for the world to see how social media is being choreographed to announce when and where something will happen, followed by news on electronic media moments later.
"Questions are also being raised from within India regarding the Pahalgam incident."
He said the same pattern was followed in the Pahalgam incident. For the Jaffar Express incident, the same account stated, "Keep your eyes on Pakistan today and tomorrow," followed by the attack on Jaffar Express.
He noted that the questions raised by the Deputy Prime Minister are also being raised within India, with the loudest voices coming from India itself regarding this incident.
DG ISPR said that India uses terrorist incidents for political purposes. The February 2019 Pulwama attack was used to revoke Kashmir’s special status, and now the Pahalgam incident is being used to terminate the Indus Waters Treaty.
He said this is a conspiracy to divert attention from Pakistan’s continuous and hard-earned success in the war against terrorism and efforts to stabilize the economy.
He added that Pakistan has information that hundreds of Pakistanis imprisoned in Indian jails are presented as terrorists or infiltrators in fake encounters. As evidence, he cited the case of Zia Mustafa, who was detained by the Indian army in October 2013 and killed in a fake encounter on October 14, 2021.
Video clips of Zia Mustafa’s family were shown, stating that he was killed in a fake encounter, and his body was not handed over to the family.
"India uses terrorism for political purposes."
The ISPR spokesperson said that the spokesperson of the banned Baloch Liberation Army (BLA) appeared on several Indian news channels after the Jaffar Express attack, where he was openly praised. Footage of the attack, recorded on the terrorist’s mobile, was first shown on Indian media.
He said that the issue of killings and terrorism sponsored by India is an international one, affecting Canada, the United States, and Australia.
He stated that Pakistan has strong reasons, empirical evidence, and facts to assert that it has no connection to Pahalgam. The only way forward is through independent, credible, and transparent investigations.
He added that Pakistan has credible intelligence that, after Pahalgam, India has tasked all its proxies to carry out terrorist activities across Pakistan.
DG ISPR concluded that this is the terrorism that India is backing and sponsoring, and its effects are being felt worldwide for all to see.
